Owner Rick Caputo said there's no end to the party in sight.   "It's a Cheers bar. You could be sitting next to the mayor, or an oil field guy, or a coach, or a banker, or a computer expert," Caputo said. I'm not bragging, but it's the best atmosphere."   For the past 24 years at its location on North Navarro Street, Caputo said his bar has always offered the complete bar experience. Beers are $2, and $2.75 after 6 p.m., a reasonable price for a wide selection of beers. But people come for more than the beer, they come for the family environment, where everybody knows their name.   "When I opened this bar in 1987, there was nothing here.
